Senator Leibell Passes Legislation to Establish a

Veterans Recruiter Assistants Program for the New York National Guard

The Senate unanimously passed legislation sponsored by Senator Vincent Leibell which would create the New York State Veterans Assistants Program ("V-RAP") to encourage veterans of the United States Armed Forces to assist in the recruitment of qualified men and women to enlist in the New York National Guard. Senate Bill 3654A would provide for the payment of up to $500 to honorably discharged veterans of the United States Armed Forces who successfully facilitate the first-time enlistment of a qualified candidate into the New York National Guard.

Senator Leibell stated, "As our country continues to be entrenched in the war on terrorism, we have come to rely on our members of the New York National Guard and are extremely proud of the tremendous job they do. It is absolutely critical that we recruit the very best."

Senator Leibell continued, "There is probably no one more qualified to recognize the character and necessary make-up of a potential recruit than one who has already served in the Armed Forces. A veteran can share their unique experience and encourage those who are up for the challenge to enlist in the New York National Guard."

In addition, the bill would also provide for annual reports to the Governor and Legislature regarding the effectiveness of the program, and would expire in five years unless affirmatively extended by legislative action.

This legislation has now been delivered to the Assembly for its consideration.
